Romans 16:1, Phoebe

Romans 16:1

1I commend to you our sister Phoebe, who is a servant of the church which is at Cenchrea; that you may welcome her in the Lord in a way worthy of the saints, and help her in whatever she may need from you, for she has been a patron of many and of myself as well.

The word servant just means servant. It could possibly be referring to her as a deaconess and there were deaconesses from what I understand in the early church, but they never taught or had authority over a man. Also the role of deacon was primarily to provide for the poor, a role that we know the women were involved in.
